I thought I might respond to Brother Vehlow's suggestion about using a =
web cam at convention.

1)  I suggested to him that the standing rules *might* prohibit the use =
of such an item.  As always, the committee on Rules and Credentials and, =
ultimately, the assembly itself could determine whether or not the rule =
applied to that particular device.

2)  I can't speak to setting up such a system - there are other, more =
technically qualified persons than myself who would be able to comment =
(and have, to this point.)  I can say, from my experience and studies of =
the U.S. Senate, it's an INCREDIBLE task to set up even a few cameras - =
they have to be set up well in advance to be able to get accurate =
pictures and close-ups of the members, to say nothing of the audio.  Can =
you imagine how long it would take to set it up and make sure it works?  =
And, after you've done all of that, what if the Convention does *not* =
approve of its use?  That's something that would have to be determined =
at Convention, in my opinion.

3)  The assembly has the right to clear the chamber of anyone who does =
not have floor priviliges - this is a right enjoyed by almost every =
deliberative society.  How do we shut off the camera when the gallery is =
cleared, for example?  Someone would have to be assigned to sit with the =
camera in such an eventuality.

I am all for the inclusion of Brothers and allowing them as much access =
is possible.  However, there are too many logistical concerns, to say =
nothing of the rules, for this to be of any benefit, I believe.  I doubt =
very few Brothers would stay up long enough to watch most of the debate =
(a few might, I agree).  I just think it would be far too much work and =
the benefits would be so few that, in the final analysis, it would not =
be worth it.

I'm sure others will disagree - this is just my two cents.
