This rule has been around a long time and the original intent was to ban
things like walkie-talkies to prevent groups with the tech from gaining an
advantage over those who didn't have it. Being able to closely coordinate
when people get up to speak & in which order to offer what ammendments or
interfere with the flow of debate by making points of order could give a
group a large advantage. Chapter mythology says that this rule was
instituted to prevent some floor management plans my home chapter (Alpha
Chi(M.I.T.)) had -- I'm told by a Drexel alum that they also have a similar
belief that their chapter was also a specific target of the rule.
