O.K. The rules as explained to me when I contacted both hotels apply only
for New Year's (but the alcohol in room law might be perminate). And yes,
you can party with total stranges in the lobby and bars, but not the
brothers in the other hotel. Also, if you are underage like me you can't
do a damned thing.
