What I am still confused about (mostly because I didn't make the reservations
so I didn't get a letter) is do these policies hold just for New Year's Eve,
or for the whole convention?

And basically (just so I have this clear), if I have friends staying at the
Regal on New Year's Eve and I am staying at the Hyatt, I will not be able to
join them in their room for a private celebration and countdown and horn
tooting; however, I will be able to party with them and a bunch of drunk (or
sober) strangers in the public spaces (lobbies, ballrooms, etc) of either
hotel.

I do understand their desire to protect their hotels and their guests, but it
is pretty frustrating.  It kind of feels like college and having to mind all
the viz rules and quiet hours!  Oh well...
