Jeremiah,

One thing that might help is if you would name and describe the basic
tenets of the other service organization that is already on campus.  It
looks like one way to go about advertising might be a "targeted
marketing" approach.  The key to getting people interested is finding
the ways that you are different than the other organization and using
them as your selling points.  For instance, one obvious difference
between APO and the other organization is the religious aspect.  Since
APO is secular, you could target the students that might be interested
in doing service but who are put off by religion.

In terms of actually getting the word out, use any and all acceptable
media to advertise an organizational meeting.  Push the service aspect
and whatever selling points you want to use in the advertisements.
Then, when people come to the meeting, tell them what you are trying to
do, why you want to do it, and how they can be a part of it.  You may
only get a few people, but you will get more each semester, and the more
people you have, the more they can talk to friends and acquaintances
about joining.

This is not everything, but it's a start.
