I'm not sure of any set requirement for all who are going as non-voting
delegates. My assumption, though, is that if you are planning on going,
you are also planning on doing a lot of stuff there (not much sense in
going and watching TV in your room the whole time). As for people, I think
we have somewhere between 5 and 7 people (probably 5 for now, but there
may be a couple more I don't know about).
