I think that one of the major reasons that so few actives submit
legislation (and so many alumni and section/region staff), is
primarily because the active members are also undergraduate (and some
graduate) students whose PRIMARY purpose for being in school is to get
an education. APhiO is an extracurricular activity, meaning that it
is secondary to a student's major or curriculum (as much as I love
APhiO, I would hope that students' #1 priority is studying, which is
*MOSTLY* the case).
Alumni are generally in the, "real world," and have, "real jobs,"
which still have a certain responsibility, but they do not necessarily
have to study for exams and have quite a bit more free time than
students,... They have also been around a lot longer and are more
familiar with the national by-laws than actives (generally).
Section/Regional Staff members have a definite and confirmed interest
in APhiO, and are thus very inclined to recommend changes/legislation
to the national convention than most other people. Staff members also
dedicate more time to APhiO than most other types of people (not
saying that actives don't spend time, but they are more concerned with
their own chapter's service programs and activities).
As a side note, it would be interesting to hear responses on what the
percentage of brothers in a given chapter are actually *VERY* familiar
with their CHAPTER
s by-laws, compared with how many just know that their chapter has a
set of by-laws and it is just used but they don't know really what's
in it,...
