yes, we could. in fact, we did last time around (with, if I recall,
somewhere around a 60% pass rate.) Call it the culmination of 2 years of
looking at things which we felt could be improved.
BTW - I had a question this weekend at one of the Region III convention
prep events. the reason those all read "Lee Correll and the Region III
Staff" is because it gives us (me in their stead) the ability to bring a
committee killed motion back to the floor - if my staff so desire.
