Something else to keep in mind. The *1998* Rules & Credentials Committee
will determine if a voting delegate representing their Chapter (even if
there are more Actives or Advisors registered at the Convention) will get
to hold both votes for the Chapter. The 11 students felt strongly, but
some Region Directors were not happy about it because there were some
Chapters who needed the workshops for their continued growth/survival
more than being able to vote (which is also very important).
Another point that R&C may have to debate is Advisors. Chapters are only
required to have three Faculty/Administrator and one Scouting Advisor
Advisors. What if one of the F/A Advisors is also a Scout Leader, can
they be both? The bylaws do not require you to have four Advisors only
the 3 & 1.
A lot of this type of stuff is not in writing anywhere. Therefore the 11
students who will be know as the 1998 R&C will determine how it applies to
this Convention. The 1996 R&C did a wonderful job starting the ball
rolling on getting some of this put into policy to keep things consistent.
Background Note: I was an Advisor to R&C in 1996.
