My thoughts:

How many actives comb through the by-laws looking for problems,
technical or otherwise?  Beyond that, how many are really familiar with
them?  I know I wasn't very familiar with them when I was an active, and
I still don't know everything.  (For instance, until I did a search on
"advisor" in the National By-laws one day last year, I didn't know
advisors were eligible to be voting delegates (Article IV, Section 1).
