As a Girl Scout leader, here's my input on the matter.  Girl Scouts USA
requires that whoever is selling the cookies be a registered Girl Scout.  I
support Randy's notion of APO sponsoring the table and having scouts sell
the cookies for this reason.  For those chapters who are selling cookies,
talk to your council about the rules to prevent both APO and the local
scouts getting into trouble.
