At Alpha Phi, we elect voting delegates the same way we elect officers:
One week at the meeting we take nominations and the next week we elect
two delegates from the nominees (via written ballot).  We just elected ours
last Wednesday. (Congrats Paul Boal and Jen Chierek!)
 The problem arises when people think they are going to Nationals but for
whatever reason are actually unable to go once the convention nears.  We
had this happen in '96, and it led to a last-minute search for delegates
who would actually be able to attend.  Usually the reason for not
attending is monetary.  These problems can usually be overcome by
sufficient fundraising to subsidise the delegates (and perhaps the rest
of the non-voting delegates too.)  So, fundraise fundraise fundraise.

As for voting decisions, in 96 we didn't really go over the issues very
well.  This year we will hold a few meetings to get the chapter input on
at least the more important issues.
