Interesting points.

John brings up a good one: If we want 450 Chapters ... can one Region Director handle an average of 45?
in say, 4 sections?

More importantly, the US National Highway System has changed Geography significantly. Witness the
following: Each Interstate is designed to go from major city to major city, thus making said cities
automatic hubs for transport, and making their cities along the line of the hub either better or worse.
Witness the difficulties former transport hub Buffalo has had. Economics aside, drive times and the US
Highway system have changed the Geographic boundaries as we know them. In fct, they have created
"transportation substitution", ie highways allow us to travel places where we would not have gone, and
may choose to substitute away from local areas with similar services. In this light, the most effective
regions/sections should be divided by highways or should at least be considered along transportation
lines.
