I just exchanged email with the NED. All of my missing submissions were in
the download file at the nationla office and will be included as addenda in
the next week. I am not sure if anyone else's submissions were omitted, but
that would be the reason if they were submitted in the 2-3 days prior to the
deadline.
To get a headstart, I will include the missing bylaw amendments below.

1. AMEND: Article 3 Section 2(11) to read, following "...and may recommend to
that convention that such member be expelled.":
"A felony conviction in a court of law is required for a Convention vote to
expel such member."
RATIONALE:
-Avoids expulsion for political or other misguided reasons. APO is
not
a political organization.
-A felony conviction is proof of wrongdoing. The Fraternity may
there-
after still choose what action to take regarding a vote.
-Innocent until proven guilty. Basic US Constitutional right applies.
2. AMEND: Article 3 Section 2(11) to read, immediately preceding "The
suspension of such member shall terminate...":
"A Convention vote regarding membership expulsion shall automatically be held
at the next National Convention following the felony conviction of a member
in connection with any hazing incident in the Fraternity."
RATIONALE:
-Further underscores zero tolerance for hazing.
-Clear message for grave consequences for hazing.
-"Felony conviction" still allows for due process.
3. AMEND: Article 3 Section 2(11) to read, at the end of the existing
section:
"A rationale and any supporting documentation regarding membership expulsion
shall be sent to the chapters at least 80 days before the first legislative
session of the next National Convention, in accordance with Article 13
Section 2."
RATIONALE:
-Allows for discussion on chapter level and vote.
-Allows all actives to learn about what behavior is inappropriate and
why.
4. AMEND: Article 9 Section 5 to read, at the end of the existing section:
"A rationale and any supporting documentation regarding charter revocation
shall be sent to the chapters at least 80 days before the first legislative
session of the next National Convention, in accordance with Article 13,
Section 2."
RATIONALE:
-Allows for discussion on chapter level and vote.
-Allows all members to learn about what chapter behavior is
inappropriate and why.
5a. AMEND: Article 5 Section 1 to read, at the end of the existing section:
"The elected officers shall serve for a maximum of four consecutive terms,
unless there are no other candidates. Once out of a certain office, an
officer may be reelected to that same office at a later date and the
consecutive term streak will be reset."
AND
5b. AMEND: Article 11 Section 2 to read, at the end of the existing section:
"The Region Director shall serve for a maximum of four consecutive terms, in
accordance with Article 5 Section 1."
RATIONALE (for both 5a and 5b)
- Allows for different members to gain experience in
Regional/National
elected office, without any office being locked up for a huge amount
of time.
- Encourages leadership to be developed among members in individual
regions on up.
- 8 year consecutive limit allows for enough time to implement long-
range goals and train staff and potential successors in their imple-
mentation.
- Consecutive terms allow a popular leader to be reelected after
giving someone else a chance.
6. AMEND: Article 6, Section 5 to read, at the end of the existing section:
"..., or close enough to the border of a region to travel within the region
and perform all duties of the office."
RATIONALE:
- If, in the opinion of the Region, a qualified candidate for a
Region office lives outside the region but will be able to perform all
aspects
of the office competently, then such member may run for or continue to serve
as region director.
7. AMEND: Article 11, Section 3 to read, at the end of the existing section:
"A Regional Conference may vote on matters regarding the Region that are not
exclusively or explicitly covered by the National Convention."
RATIONALE:
- Gives Regions the right to conduct voting business at its
conferences.
8. AMEND: Article 10, Section 3 to read, at the end of the existing section:
"All chapters shall either send representatives to the sectional conference
or conclave, or notify the section chair prior to the conference of their
inability to do so."
RATIONALE:
- Encourages all chapters to participate in the section, or to
communicate with section staff if it is difficult to participate.
- In line with the purpose in Article 10 Section 1(2): "A section
shall be a unified geographical area..."
