I consider this issue one that is very important.
It is my belief that Chapters should not "lock" their delegates into a
position where they must vote for an issue's outcome in one way. THis is
for two reasons:
1. Throughout debate, opinions change, compromises are reached, and new
ideas surface. A locked delegate is forced to make no real participation
in that debate, instead locked into supporting a side he/she may not
agree with or can support.
2. THere is an issue of trust and strength in your delegates ... to
force them to one position implies that they cannot think or act for
themselves. The chapter's opinion is important, and should be taken into
account, but should not be the sole arbiter of one decision.
This is not to imply that opinions of the chapter are unimportant or
should be dismissed by the delegates, but I would ask, and this is my
opinion, that a chapter not force its delegates to vote in a certain
way.
