Yes, John, I read your posting in which you quote several messages
from Bill Rugh. In fact, I remember the original postings he made,
having been on APO-L for a long, long time. I disagree with you that
no promise was made. A promise can be made without using the actual
word "promise"; that the promise takes the form of a resolution or
resolution(s) merely codifies the promise in the formal records of the
proceedings. For the national convention to pass a series of
resolutions which include statements such as...

...in the context of protecting the right of all-male chapters to so
remain, so that they might vote in favor of allowing chapters to
determine their own membership as regards women: well, I consider that
a promise even if the letters p-r-o-m-i-s-e are never used in that order.
I might re-iterate, too, that Bill Rugh said that he would consider it
the fraternity GOING BACK ON ITS WORD (my emphasis added) if we were
to unilaterally change this agreement made between the fraternity as a
whole and the chapters which wish to remain all-male.
