The current quota is 30 meg, writable by system:gnu-write, readable by
system:anyuser.
This is to port the GNU libc to VAX BSD4.3, a project that's not worth
it if it's going to be tough. If no result comes out of it in a month
or so, it should be canned. However, I think it would be nice to have a
set of include files and a library that could be used by people who
don't want to waste a lot of time porting programs to the one
(completely) non-POSIX non-ANSI Athena platform.
