krbtgp looks for /etc/srvtab, not /etc/athena/srvtab

We are using krbtgp to get tickets for the sync of the sipb locker. It
seems that it was looking for /etc/srvtab instead of
/etc/athena/srvtab. I created a symlink on ronald-ann for this, but I
should mention that the current Athena release does not include a
compatibility symlink for /etc/srvtab on the DECstations or RS/6000s, so
krbtgp should probably be fixed to account for this.
