Correct; it's under AFS quotas.

use the 'fs' command (no man pages at the moment):

% fs lq .

no, you can't change it, but I have changed it (giving you another 1000
blocks, total 5000).
Requests for additional quota on the SIPB AFS cell should be sent to
'sipb-afsreq@athena.mit.edu'.
