sipb cell VLDB needs rebuilding

Derek asked me to send mail saying that the VLDB for the sipb AFS cell
is believed to still be corrupted. This was originally discovered
around 10 P.M. last night after a routine vos create failed.
Someone familiar with this problem should rebuild the VLDB, in the
early-morning hours if at all possible. This would result in an outage
for all clients of /afs/sipb for about 10 minutes, we think, so we
opted not to proceed at 2 in the afternoon.
