We can't ask user accounts to make an account registerable without the
full name, including first name and middle initial, in addition to the
social security number.
I'm assuming that you want this to be a real account and not one of
the temporary sipb guest accounts.
In any case, guest account requests should probably go to sipb-staff
and not sipb-afsreq.
