It seems like a stupid idea to me.
We've already got /usr/sipb/lib/tex/macros, and we're willing to add
user-submitted things to it. I would rather we keep on doing that,
rather than creating another contrib directory in the sipb cell. We
can then have some quality control over what goes into the locker.
Incidentally, I think we should nip this trend of creating
/afs/sipb/contrib lockers right in the bud. We don't have the space
for it. I think it would be a better idea to (a) get
/afs/sipb/contrib/emacs moves to the Athena cell; it won't take up a
lot of space, so there shouldn't be a problem, and we can leave it in
the sipb cell until Athena gets around to creating the locker (and
then we can change the hesiod info to point at the Athena copy), and
(b) create any future contrib lockers in the Athena cell when
possible.
