problems with the sipb cell tonight

Earlier tonight /vicepc got over-full, and /vicepd almost over-filled.
I asked jfc to help me clean up (since I'm not very experienced at it).
We shut down all the servers, unmounted /vicepc and salvaged it, used
tunefs to change minfree so that we could remount it for long enough to
move or remove a couple volumes, then remounted it and restarted the
servers.
I deleted the volume project.sipbsrc.vax.nb.backup, which should never
have existed and which was last modified on December 13 of last year,
which gave us enough free space that I could change minfree back to 10%
(after shutting down and unmounting /vicepc again). Then I rebooted.
When the machine came back up, I generated a list of all the volumes
on /vicepc and /vicepd, and moved the ones that had gone the longest
without modification to /vicepe and /vicepf to free up space on the two
almost full partitions.
We've now got a little breathing room, but it probably won't last for
long. All of our partitions are over 90% full. We've got to do
something more substantial than moving around a few volumes to make this
problem go away.
