system:administrators can turn on access to directories
arbitrarily.  I strongly discourage setting that access on
new directories for several reasons:

1.  It is unnecessary; system:administrators can always get in
2.  It makes it easier for one of us to mess up
3.  It looks like an invasion of privacy whether it is or isn't.
4.  It is easy to put access on a single directory as needed.
    It is very time-consuming and tedious to remove
    system:administrators's access to directories in the future
    and impossible to do this without risking taking access off of
    something that should have it.

I suggest that this be reversed.
