I think that at some point the sipb cell and athena cell
protection databases should be able to be kept in sync with
eachother with the provision for having some differences (like
system:administrators or existance of some keys in one but not
the other...) I don't know what the status of this is or
whether anyone is working on it; I just remember hearing
discussion about this a while ago.
