We can run this, or we can build our own version in
/afs/sipb/service/time (which is probably the right answer, since
that's what we're running on ra and rb). Either way, IMHO we should
point rc at the same things that athean points their afs fileservers
at (bitsy and the athena cell db's). I do not think we should be
using offsite stratum 1 servers, since we are only providing time
service for a few machines. (As an aside, I think we should
reconfigure ra and rb so that they use this configuration too.)
