/afs/sipb/user/* has read-only mp's?

I noticed that most of the mountpoints in /afs/sipb/user/ are
'#user.foo' rather than '%user.foo'; this means that if there are ever
read-only user volumes, they will be the default, rather than the
read-write volumes.

Or am I confused?
