Is there a good reason why you can't test out the installs on a /tmp or
   /usr/tmp ?

Yes. Because if I build into an AFS locker I can ask sipb members
to use that locker instead of the real sipb locker, and therefore test
the built binaries a little bit before permanently installing them.

Of course, that would be made even easier if I could have a complete
sipb locker in the sipb cell, but like I said, I don't know if the
sipb cell can spare 80 meg.
