If we want to make the sipb cell's afs key random (instead of a
32 character password that I still remember from the key's
creation), this would be the chance to do so. I would want to
do a quick experiment on my own cell to make sure that we really
know how to do this right.
This is best done with the cell down because since key version
numbers don't work exactly right with AFS, doing it at another
time would result in some denial of service...
