The first two SS20s need to come in, and we need to migrate beacon to
one of them.
(Some people would rather we migrate beacon to one of them, picayune's
services to beacon, and then use beacon to replace rosebud, but the
current maintainers of picayune are opposed to this, so I think it's
going to be just migrating beacon to an SS20 and using beacon to
replace rosebud.)
