project.gnu splitup

At the price of complicating the /afs/sipb/project/gnu symlink tree,
I've split up project.gnu into four volumes:

	project.gnu
	project.gnu.decmips
	project.gnu.sun4
	project.gnu.rsaix

(This is in addition to the source and build volumes.) The new
volumes are mounted as .pmax_ul4, .sun4c_51, and .rs_aix32 in
/afs/sipb/project/gnu, and there are symlinks from .bin.@sys,
.lib.@sys, and libcommon/gcc-lib/<gnu triplet> to directories in
there. Also, symlinks from the binary and library directories had to
be modified.

project.gnu is now about 72MB, mostly composed of binaries and
libraries for desupported platforms, and has a quota of 100MB. The
new volumes have quotas of 50MB, and take up about 40MB each.

The new volumes are on rosebud:/vicepa (they were created on
ronald-ann:/vicepc and moved to rosebud), in the same place as
project.gnu, since Tom went a little overboard on load-balancing away
from that partition. However, they can be moved around separately
now.

I also freed up a bunch of space (~100MB) by deleting old versions of
the gcc supporting libraries.

% fs df /afs/sipb/service/partitions/*
Volume Name kbytes used avail %used
disk.ronald-ann.a 922987 866215 56772 94%<< <<WARNING
disk.ronald-ann.b 922987 858482 64505 93%<< <<WARNING
disk.ronald-ann.c 922987 792474 130513 86%
disk.rosebud.a 1044480 840312 204168 80%
disk.rosebud.b 827392 795359 32033 96%<< <<WARNING
disk.rosebud.c 827392 771332 56060 93%<< <<WARNING

We still need to load-balance off rosebud.b, I think.
