The service is for net-directory, because I thought it would be useful
to allow users to get to the UUCP maps.
I can't put it in the Athena Cell, because I want to make an automated
process on beacon to actually copy the maps into AFS, and
rcmd.bloom-beacon is not in the PTS database (and I don't want to go
through the hastles I went through for rcmd.ronald-ann).
