s:a on too many acls

I have made a list of directories in /afs/.sipb.mit.edu/user which
have system:administrators on the acl.  This is a rather substantial
list.  It live in /afs/sipb.mit.edu/user/tlyu/foo/broken-users
(readable only by s:a for privacy reasons).  I will likely compile a
similar list for other directories under /afs/sipb.mit.edu.  I believe
that s:a does not belong explicitly on most acls, especially user
homedirs.  I think the correct course of action is to remove s:a from
top level acls in user homedirs and notify all users involved about
this.  Comments?
