Maybe something like "fs rosebud abc < - user*;"? The documentation
in /afs/gza.com/software/balance/src/balance/balance.doc suggests
(I think) this would prevent user volumes from moving onto rosebud.

Right, it doesn't really do this. To avoid tape overflow, we probably
should keep some .nb volumes on either ronald-ann a or rosebud a.
