I just spent a lot of time trying to get the SIPB cell into a 
consistent state.  The problem was that the CellServDB files
were not consistent across the two servers, so changes were not
being propagated correctly.

I have been able to restore all the volumes that were previously
on rosebud.  Everything should be back online.  I rebuilt the vldb
database (about three times, actually, because of the CellServDB
problem) and checked that all volumes that were on rosebud's backup
tape are online.

The PTdb should be rebuilt, because of the CellServDB problem, but
this should only be done be someone who knows what they're doing.
(read: probe).  The cause of all these problems?  Ronald-ann had
rosebud taken out of its CellServDB.  **NEVER** do this!!!
