If you wish to blow up a speakeasy or casino, you must have a member
of the family/owning interest hostage while you set the bomb.
Otherwise, panicking NPCs jostle you so much you can't get the
detonator set up right. (If you have one of the owners or immediate
family of theirs hostage, the NPCs are paralyzed with fear for their
saftey.) Once the bomb is set, you can do whatever you want.
This applies at all hours of the day.
The motivation behind this determination is:
a) it's not cool if your place can blow up when nobody's there to
guard it but NPCs -- it may be realistic, but it's not game-playable.
b) it's not cool to not be able to blow up a place at all.
