Only a lord may use his own political power.
However, he can delegate it to anyone with veto power over him.
Example:
Duke Alaric Morgan (who is, by the way, not appearing in this game)
has political power for the Duchy of Corwyn. His wife, Duchess Richenda,
cannot sign an edict for him. However, if Duke Alaric signs an edict that
Richenda really disapproves of, and she lets everyone know that she
disapproves, then his signature on the edict will have no effect.
More to the point, Duke Alaric can, if he wants, delegate his power
to Richenda. In that case, she can sign an edict for Corwyn, and it will
count as though Duke Alaric had signed. Duke Alaric can still sign an edict
if he wants.
