Because of the death of the president last night, the 
Congress of Turkey met for a special emergency session this 
morning at 6 a.m.  Since most members are outside of Ankara,
they met elsewhere.  They have just come out of their meeting
and announced that they have instated martial law until the 
election of a new President of Turkey, which they say they 
will be getting to "really soon now."

The changes now that we are under martial law include:

The military may now act as police whenever they want.
People may be randomly pat-down searched as often as anyone 
(with authority) wants to search them.  

Outside of Ankara: 
People may be searched at any time, for any legitimate military
or police reason.  Restrictions eased.
There is a curfew.  No one may go out at night unauthorized.

In Ankara: 
To foster international relations with member nations of the scientific
conference, the Congress has decided to set a "soft curfew". 
Anyone out at night may be searched by any police or military officer. 
This means a full search. 
For game purposes, night is after 3 am, and before 5 pm. 


Furthermore, Congress has decided that no one may enter or leave Ankara at
least until a new president is elected.
