Argh. In underground San Francisco, there are a few sites (that's a packet on
the wall) labeled "San Francisco/Whatever Library". Inside some SITES (that's
a manila envelope) are LIBRARIES (so distinguishable because they have the
"LIBRARIES" greensheet stapled on them). SITES are protected by security.
LIBRARIES are not. If you research in a library without defeating the security,
good for you. If, however, you go into a site, empty the manila envelope, and
say "But it's a library, I found these things in the bookshelves or something"
the GMs will hose you, because you went into a SITE without dealing with
security.
