Effective immediately, the springs on the islands and the volcano on
Calypso are starting to dry up. This is mechaniced as follows: it now
takes a person 15 minutes to gather 1 gallon of water or 1 fire taper,
as appropriate, and only 1 person can be doing so at a time.
Example: Bill, Bob, and Jane want three lit tapers. First Bill stands
at the volcano for 15 minutes and get a lit taper, than Bob, then
Jane. Total elapsed time, 45 minutes.
The rules about duration remain the same: water from the springs is
good for 24 hours, and fire from the volcano for two.
