No, that's not right.

Huh? That has absolutely nothing to do with it.

startx should always work if there is no X server running,
irregardless of the state of /etc/ttys.

Changing /etc/ttys and HUPing init will cause xlogin and X
to be started together, and kept running.

These are independant, largely unrelated processes.
