You can pick up the /usr/local/etc/ftpd binary off ringworld and
install it on your machine, and have your machine reference
/usr/local/etc/ftpd in /etc/inetd.conf instead of the native ftpd.

The dialup ftpd hasn't traditionally been part of the Athena release,
which is most of the reason why it isn't part of the regular
SIPB-Athena release either.
