I believe if you edit your /etc/netstart file and change
`sendmail_flags=NO' to `sendmail_flags="-bd -q30m"', this should start
happening.

This is certainly possible, but not necessarily easy.  What I would do
is make a local copy of the source for fingerd (available for a
limited time only in
/mit/netbsd/dev/netbsd-source/src/libexec/fingerd; the NetBSD-current
version is in /mit/netbsd/src/libexec/fingerd and will probably also
work) and modify it to do what you want.  There are othre ways to go
about this, but I don't think they're any easier.
