Well, it's hard to keep them separate.  Good security depends first and
foremost on good security policy and social engineering, and second on
good system administration (which you might even consider part of the
former); good utilities come a little later down the line.

[REW: and a very important part of administration is the initial
configuration that a system comes with! It should be usable, but not
too open (examples: "+ +" in hosts.equiv, or 
"ps -auxww in /etc/inetd.conf").]
