Simple solution, put in your global login script "mesg n".

0622 is standard for most unixes, though this doesn't mean it has to be 
for you.  Looking at getting a flash proofed talkd is something else you 
can look at, if there's enough interest I'll put mine up for people.

(btw, flash is a program that sends talk requests to other users in the 
form of ansi escapes to clear the screen, or do things like initiating a 
zmodem send to trigger users auto-d/l software.)
