If you don't mind the effort of setting things up, public-key
encryption isn't a bad thing, and PGP has the necessary hooks. Of
course, you can't export your distribution setup out of the country,
but I don't know of any limitation on distribution of encrypted
materials (e.g. the public key you'll embed in the client software).
