Wouldn't a reasonable first step toward making shadow passwords the standard
be to have a HOWTO document that gave the steps necessary to update a program
to use the shadow passwords? I know that's the part that has stopped me time
and time again from makeing the move to shadowed passwords (but then I'm not
connected to any networks, so it's not as important to me at this time).
