IP Firewalling docs?

Does anyone know of any good docs on the IP firewalling code? I know
what packet filtering is, I own and have read Cheswick & Bellovin's
_Firewalls and Internet Security_, and I've set up packet filters for
other platforms, but I'm a bit confused about the 3 different sets of
rules. I can guess the accounting rules are used only to count
packets, but which packets do forwarding and firewalling trip on?
Which one (or both) applies to the linux box itself? What order are
they applied in?
