It is an Infortrend ( http://www.infortrend.com ) IFT-3102U2.  All of
Infortrend's 3100 line supports DLOCKs if you upgrade to the latest
firmware.

It would be nice if someone could put a bug in their ear to have a look at
the DMEP specs (that is if they aren't all ready).
