Strange results

Hye there, i m a newbie configuring scsi drive (and i dont know black
magic!)

We have : two scsi drives on a Aha 2940U2
one is a Viking 9,1 gig U2 (/dev/sda)
and the other Seagate 4 gig U2 (/dev/sdb)

i run htparms, and I m really surprised by the results :

/dev/sdb:
 Timing buffered disk reads:  32 MB in  6.28 seconds = 5.10 MB/sec
0.02user 0.39system 0:10.37elapsed 3%CPU (0avgtext+0avgdata
0maxresident)k
0inputs+0outputs (358major+265minor)pagefaults 0swaps 

/dev/sda
Timing buffered disk reads:  32 MB in  2.46 seconds =13.01 MB/sec
0.00user 0.27system 0:06.54elapsed 4%CPU (0avgtext+0avgdata
0maxresident)k
0inputs+0outputs (354major+265minor)pagefaults 0swaps

How results can be so differents ?

What things I should check ?

Is htparms a efficient benchmark ? (bonnie give me nearly same results) 

What can i improve ?
